CGN-P’s Parwaan programme uses a sustainable approach to providing low-fee early childhood education to pre-school age children while at the same time creating opportunities for young adults to set up and manage early childhood centres, and create an income for themselves and their families. Parwaan works with communities to select and train young adults to become ECE entrepreneurs. Once training is completed, they help entrepreneurs set up the centres and provide them with a set of materials and equipment required to get started. Parwaan also visits centres to provide advice and to monitor centre quality.

In 2016-17, CGN-P tested their approach at a small scale and the programme was observed to have a significant impact on children’s learning. By the end of 2018, they aim to have established a network of more than 1000 centres and 25,000 children enrolled.
